Montenegro has two airports, and the choice is simple: fly to Tivat (TIV) for the Bay of Kotor and the Budva coast, to Podgorica (TGD) for the capital, Cetinje, Bar and the north. Both are small, with one terminal each; the pages linked above give phone numbers, road distances, parking and the way into town.
