Montenegro drives on the right, and a valid foreign licence is all you need; an international permit may accompany it but is not required. Dipped headlights stay on all day, the blood alcohol limit is 0.3 g/kg (zero for drivers up to 24 or in their first year), and from 15 November to 1 April winter tyres are compulsory whenever conditions are wintry. Drivers under 21 may not drive between midnight and 05:00, nor a car over 80 kW without an experienced driver beside them. Speed limits are 50 km/h in towns, 80 km/h on open roads, 100 km/h on roads reserved for motor vehicles and 130 km/h on the motorway. There is no vignette: the only tolls are the Sozina tunnel (EUR 2.50 per car) and the Smokovac-Mateševo motorway (EUR 3.50).

Documents: licence, insurance, rental cars

A foreigner temporarily in Montenegro may drive on a valid foreign driving licence, or on an international driving permit presented together with it, for as long as the licence is valid (Law on Road Traffic Safety, Art. 176). The article names no countries, so a UK, US, Canadian, Australian or Indian licence is covered alike.

In your own car, ask your insurer before you leave whether the policy covers Montenegro and whether you need a Green Card (the international motor insurance card).

Whether a rental car may leave the country is a term of the rental contract, not of the law, so ask at the desk. Companies are listed on the car rentals page.

Parking zones by town

Street parking in the larger towns is zoned by colour and paid at a meter, at a kiosk or by SMS to a short number. The SMS numbers work only from Montenegrin mobile numbers; in Herceg Novi, foreign SIM cards and roaming numbers cannot pay by SMS at all. With a foreign phone, pay at the machine or the kiosk.

Roads to know

  • The Bay of Kotor. The coast road round the bay is the long way between Herceg Novi and Tivat or Kotor; the Kamenari-Lepetane ferry cuts across it, runs day and night and costs EUR 5 per car.
  • Podgorica to Bar. The Sozina tunnel (toll), between the Virpazar and Sutomore junctions, replaces the old road via Virpazar; vehicles over 4.7 m tall may not use it.
  • Podgorica to Kolašin. The motorway to Mateševo (toll) or the free road through the Morača canyon.
  • Winter. On the 1961-1990 climate normals Žabljak averages 29 frost days in January and Kolašin 26 (frost days, not snow days); on the roads to both, the winter-tyre rule applies whenever conditions are wintry.

Common questions

Can I drive in Montenegro with a UK, US or Indian licence?

Yes. Art. 176 of the traffic law lets a foreigner on a temporary stay drive on any valid foreign licence, or on an international permit together with it, while it is valid.

Do I need an international driving permit in Montenegro?

No. The law accepts a valid foreign licence on its own; the international permit is presented together with the licence, never instead of it. Rental companies may still ask for one.

Is there a vignette in Montenegro?

No. The only tolls are the Sozina tunnel (EUR 2.50 per car) and the Smokovac-Mateševo motorway (EUR 3.50 per car for the full section), paid per passage.

Do I need winter tyres in Montenegro, and from when?

From 15 November to 1 April a car driven in winter conditions must have winter tyres on all wheels, tread at least 4 mm, or the other prescribed winter equipment (Art. 132). The fine is EUR 500 to 1,000 or up to 60 days in prison.

What is the drink-driving limit in Montenegro?

0.3 g/kg, and zero for drivers up to 24 or with less than 12 months' experience. 0.3 to 0.5 g/kg costs EUR 150 to 300, 0.5 to 1 EUR 300 to 600, 1 to 2 EUR 500 to 1,000 or prison, and 2 or more means 15 to 60 days in prison.

How do I pay for street parking in Budva, Herceg Novi or Podgorica?

With a Montenegrin SIM, by SMS to the zone's short number; with a foreign phone, at the parking machine or kiosk (in Budva also at an e-kiosk or a sales point). In Budva the unpaid-parking penalty ticket is EUR 50, or EUR 33.33 if paid within 8 days.

Is it safe to drive in Montenegro?

Yes, with the local rules in mind: dipped headlights on, the 0.3 g/kg alcohol limit (zero up to 24 or in the first year of driving), winter tyres in winter conditions from 15 November to 1 April, and no driving between 00:00 and 05:00 for anyone under 21. AMSCG roadside help is on 19807 from a phone in Montenegro, and the live road conditions page shows closures and chain requirements in winter.
