Two stretches of coast are set up for diving, Bar and Budva. Off Bar lie the wrecks: King Nikola's yacht Rumija and the First World War destroyer Dague at about 18 m, the cargo ship Quinto at about 32 m, plus a 150 m sea cave and an underwater archaeological site. Off Budva, clubs in Budva, Pržno, Sveti Stefan and Petrovac dive reefs with gorgonians, coral colonies and posidonia meadows, and the islets of Katič. Summer sea is about 21-25 °C, visibility 15-35 m, and recreational diving needs no permit, unlike spearfishing.

Budva and Petrovac
Diving clubs operate in Budva, Pržno, Sveti Stefan and Petrovac. The Budva seabed has gorgonians and coral colonies and posidonia meadows; the fish here are dentex, sea bream, groupers, conger and moray eels, rays and lobsters. Around the Katič islets off Petrovac, clubs dive from Cape Dubovac to Čanj; the cruiser Zenta is the known wreck there. See diving at Budva.
Kotor, without getting wet
A VR showroom in Kotor lets visitors "dive" wrecks such as the Dague and the Tihany by Mamula on screen. Luštica's Blue Cave is a boat-tour stop, not a dive site; since 21 May 2026 motor boats stop outside the cave.
Wrecks
Within reach of Bar lie wrecks from both world wars and an ancient harbour site. The Rumija and the Dague lie at about 18 m and the Quinto at about 32 m; the Second World War twin-engine bomber near Čanj, at about 54 m, is for very experienced divers only. Off Petrovac the Zenta is the known wreck.
Season and water
Summer sea temperatures are about 21-25 °C and winter rarely below 13 °C, with visibility of 15-35 m and salinity of 36 ‰. There is no set season; summer is the warm-water choice.
Rules
- Recreational diving needs no permit.
- Marine protected areas: Platamuni, Katič and Stari Ulcinj.
- Spearfishing counts as sea sport fishing and needs a club permit; the daily catch limit is 3 kg or one fish over 5 kg. See fishing in Montenegro.
Snorkelling
The temple remains in Maljevik bay can be seen from the surface in clear water, and the reef at Kraljičina plaža suits beginners. The Blue Cave is a stop on bay tours, but since 21 May 2026 a ministry rulebook keeps motor boats outside the cave; ask the operator whether a swim is included.
