Fly fishing in Montenegro is on the trout and grayling rivers of the north and on the Morača inside Podgorica, in zones managed by sport-fishing clubs that sell daily permits. In fly zones a single barbless hook is the rule and most zones are catch-and-release. Inside the national parks the park itself sells the permit: €20 a day on the Tara in Durmitor or on the Black Lake, €20 on Biogradsko jezero, €5 a day on Lake Skadar. Huchen and pike are closed everywhere until 1 April 2029, and northern trout from 1 November to 15 March. Zones, permits and seasons are below.
Where to fish
- Tara: the Kolašin to Mojkovac stretch is catch-and-release all year; inside Durmitor National Park the season is May to October, for grayling, huchen and brown trout; Biogradska gora runs a fly-only, catch-and-release reach.
- Lim and the Plav waters: zones at Plav (the Ljuča, Lake Plav, the Lim source), Andrijevica (catch-and-release, best in September and October), Berane (a 3 km zone near town) and Bijelo Polje (Gubavač to Gošino bridge); grayling, brown trout, huchen and chub. Lake Plav is closed from 1 October to 1 April and the Ljuča from 1 October to 1 May, except two stretches.
- Bistrica (Berane): catch-and-release, with the northern trout closure from 1 November to 15 March.
- Ćehotina at Pljevlja: June to November, catch-and-release.
- Morača in Podgorica, from the Millennium Bridge to the Union bridge: Adriatic trout, marble trout, Salmo dentex and grayling; catch-and-release, all year.
- Cijevna: 2 km below the Albanian border, Adriatic trout.
- Mrtvica canyon: brown trout, May to October, catch-and-release only.
- Komarnica and the Šavnik rivers.
Permits and park rules
Outside the parks a daily zone permit comes from the sport-fishing club that manages the stretch; ask the club for the price. Inside the parks the park sells the permit. Durmitor: €20 a day from the duty ranger, one rod with artificial lures; on the Black Lake 14:00-19:00 except Mondays with a limit of four trout of at least 25 cm, on the Tara three trout of at least 25 cm. Biogradsko jezero: €20 a day, five trout of at least 25 cm. Lake Skadar: €5 a day, €20 for seven days, €100 a year (€50 reduced), from the park office at Vranjina; carp, bleak and eel. Fishing from a boat or kayak while rafting the Tara is forbidden by law. For sea fishing, club permits cost €15 for 10 days and €30 for a month.
Closed seasons
The national fishing order of 2026 (Sl. list CG 75/2026, in force since 11 June 2026) puts huchen and pike under a closed season in all waters until 1 April 2029; any caught must go back alive. In the northern municipalities all trout are closed from 1 November to 15 March and grayling from 1 March to 1 June. Each river page gives the dates that apply to that water; all fishing, including the lakes and the sea, is on the fishing page.
Common questions
Do I need a permit?
Yes, everywhere: a daily zone permit from the managing club on rivers outside the parks, or the park's own permit inside Durmitor, Biogradska gora and Skadar Lake. Ask the club for the price of its permit.
When is the season?
It varies by zone: the Morača in Podgorica and the Tara at Kolašin are open all year catch-and-release; the Tara in Durmitor and the Mrtvica run May to October; the Ćehotina June to November. The 2026 national order adds closed seasons by species and water, and fish caught in a closed season must be returned alive.
Which fish are there?
Grayling, brown trout and huchen in the north; Adriatic trout, marble trout and Salmo dentex on the Morača and Cijevna. Huchen must be released until 1 April 2029.
