Montenegro has 25 municipalities and 623,633 residents at the 2023 census, so most of its towns are small. The capital is Podgorica, with 172,139 people in the city and 179,505 in the Capital City municipality, 28.78% of the country; the second town, Nikšić, has 32,046. Cetinje is the Old Royal Capital, seat of the Petrović dynasty for 222 years. Six towns stand on the Adriatic, from Herceg Novi to Ulcinj; the mountain towns of the north, Žabljak, Kolašin and Plav, are the bases for the national parks. The towns most visitors head for are Kotor, Budva, Podgorica, Herceg Novi and Žabljak.
Population figures below are 2023 census counts for the settlement unless the municipality is stated, and the two can differ a lot: the Old Town of Kotor has 562 residents, urban Kotor with Dobrota, Škaljari and Muo 12,659, and the municipality 22,746. Each town page has the sights, beaches, distances and the nearest airport; the walled towns are compared on the old towns page.
