Montenegro has no vignette and only two toll points, both run by the state operator Monteput: the Sozina tunnel on the Podgorica-Bar road and the Smokovac-Mateševo section of the Bar-Boljare motorway north of Podgorica. A car pays EUR 2.50 through the tunnel and EUR 3.50 for the full motorway section (less to an earlier exit); a motorcycle pays EUR 1 and EUR 1.50. You pay per passage, in cash, by bank card or with an ENP electronic tag, and nothing is sold at the border. Every other road in the country, the whole coast included, is free.
Where you pay
Only at those two plazas. From Podgorica to Budva, Kotor or Herceg Novi, from Bar to Ulcinj, and at every border crossing you pass no toll booth; the Kamenari-Lepetane ferry across the Bay of Kotor sells a ticket, which is a fare, not a road toll. Both toll roads have a free alternative: the old road through Virpazar on Skadar Lake instead of the tunnel, and the main road through the Morača canyon instead of the motorway. Fuel is the bigger cost on any route; the fuel prices page shows the weekly maximum and the gas stations page where to fill up.
Sozina tunnel
The tunnel opened on 13 July 2005 on the section between the Virpazar and Sutomore junctions and carries the Podgorica-Bar road through the Sozina hills between Skadar Lake and the coast. Vehicles taller than 4.7 m may not enter. The toll is paid per passage, in either direction, by vehicle class:
| Class | Vehicle | Toll (EUR) |
|---|---|---|
| I | Motorcycle, tricycle, quadricycle | 1.00 |
| II | Car: two axles, up to 1.3 m high at the first axle, or up to 1.9 m high and 3,500 kg | 2.50 |
| III | Three or more axles up to 1.3 m at the first axle; two-axle vehicles over 1.9 m high and up to 3,500 kg (tall vans, most campervans) | 5.00 |
| IV | A class III vehicle with a trailer; two- or three-axle vehicles over 3,500 kg | 10.00 |
| V | Four or more axles, over 1.3 m high, over 3,500 kg | 18.00 |
The published definitions of classes III to V overlap in places, so the plaza staff assign the class. A campervan or high-roof van under 3,500 kg should expect class III, and class IV with a trailer.
From 15 September 2026 to 15 June 2027 the tunnel runs on one lane with alternating traffic between 22:00 and 06:00 for maintenance, with short full stops possible. The live block below shows the current state.
Smokovac-Mateševo motorway
The first 41 km of the Bar-Boljare motorway opened on 13 July 2022 and run north from Smokovac, outside Podgorica, to Mateševo on the way to Kolašin, with 47 bridges and viaducts and 34 tunnel tubes. The toll depends on where you leave: the exits are Pelev Brijeg, Veruša and Mateševo.
| Class | To Pelev Brijeg (EUR) | To Veruša (EUR) | To Mateševo, full section (EUR) |
|---|---|---|---|
| 1 Motorcycle | 0.50 | 1.00 | 1.50 |
| 2 Car | 1.50 | 2.00 | 3.50 |
| 3 Tall van, campervan | 2.50 | 3.50 | 6.00 |
| 4 With trailer, over 3,500 kg | 4.50 | 6.00 | 10.50 |
| 5 Heavy goods, four or more axles | 7.00 | 10.00 | 17.00 |

The classes follow the Sozina definitions. Monteput's online calculator gives the exact price for a lorry or a vehicle with a trailer. The old road through the Morača canyon stays free and is the scenic choice; the road conditions page carries its closures.
No vignette
There is no vignette, no sticker and no registration of a foreign number plate. The toll is paid at the plaza each time you pass, and a hire car from a local rental pays the same as any other car.
Paying: cash, card or ENP tag
The plazas take cash and bank cards. Vehicles with an ENP tag use the marked lanes without stopping, at about 10 km/h; at busy times those lanes also open to cash and card. The tag costs EUR 20 (a EUR 10 promotional price appears from time to time) and the minimum top-up for a private user is EUR 20. A private account needs only a passport number and is paid on the spot in cash or by card. Tags are sold and topped up at Monteput's head office at Avda Međedovića 130 in Podgorica (weekdays 07:30-17:00), at the Sozina command centre (weekdays 08:00-16:00), at the Sozina toll plaza (weekdays 16:00-08:00 and around the clock at weekends) and at the Smokovac and Mateševo plazas (around the clock); phone +382 20 684 777, enp@monteput.me. A Monteput tag registered at toll4all.com with a payment card also works on Serbian motorways, with the 6% discount Serbia gives electronic payment.
Free passage
Vehicles carrying the accessibility sign (OSI) with the holder on board are exempt from both tolls, as are police, ambulance, protection and rescue, road inspection and Monteput vehicles. The exemption runs on a one-year certificate for one vehicle, requested from Monteput (osi@monteput.me) with the accessibility-sign decision, a copy of the sign, the registration, an ID and a photo.
Is it open now?
Closures and works on the Sozina tunnel and the motorway, from the AMSCG road reports:
Monteput streams the tunnel and motorway cameras at monteput.me/live-stream. In an incident inside the tunnel, use the SOS phones or call the Sozina command centre on +382 20 684 700; the motorway command centre answers on +382 69 066 190 and +382 20 551 500. The driving guide covers speed limits, lights and what to carry.
