Boat tours of the Bay of Kotor leave from Kotor and the other bay towns and string together the same handful of stops: the island church of Our Lady of the Rocks, Perast, the Blue Cave, Mamula island and the WWII submarine tunnels. The Kotor tourist office describes the bay as a submerged river canyon, often mistakenly called a fjord.

What the tours stop at

  • Our Lady of the Rocks and Perast: named by both the NTO and the Kotor tourist office as standard stops.
  • Blue Cave: the one sea cave named on any official list. Since 20 May 2026 a Ministry of Maritime Affairs rulebook allows only craft without a motor into the cave, so tour boats stop outside it (RTCG, 25 May 2026).
  • Mamula: seen from the boat, according to the NTO.
  • Submarine tunnels: WWII-era tunnels listed by the Kotor tourist office among speed-boat tour stops; the NTO calls it a former submarine base.
  • Žanjice beach: named by the NTO as a stop; swimming stops are part of the tours.

The tours sail through the Natural and Culturo-Historical Region of Kotor, on the UNESCO World Heritage list since 1979.

Slow boats and speed boats

The Kotor tourist office lists both slow boat tours and speed-boat tours, the latter with the Blue Cave, Mamula and the tunnels as stops. The office stresses that boats must keep to the speed limits inside the bay. No official source gives typical durations or prices, so none are listed here; the NTO lists spring and summer as the season.

Beyond the bay

The NTO's boat-tour page covers the whole coast from Herceg Novi to Ulcinj. From Marina Bar, boats cruise 46 km of coast and taxi boats run to beaches reachable only by sea; Budva agencies run daily trips in summer. On Skadar Lake, licensed operators sail from Vranjina, Virpazar, Rijeka Crnojevića and Plavnica. See the boat tours hub for all of them.
