A child entering Montenegro needs a valid passport, or an ID card for the nationalities allowed to enter with one, exactly like an adult. There is no written rule for a child travelling with one parent or alone, so carry a certified consent letter from the absent parent (from both parents if neither travels) and the child's birth certificate. In the car, children under 12 ride in the back and children up to 5 in a child seat. Children under 15 enter the national parks free, under-6s ride domestic trains free with a ticketed adult, and under-12s pay no tourist tax.

Documents for children at the border

The Law on Foreigners (Art. 9) requires a valid travel document, or for some nationalities an ID card, and makes no exception for children; which passports and ID cards count is on the visa and entry page.

A minor travelling with a third person (not a parent) needs the parents' written, certified consent, and a minor without an ID card or passport, travelling with a parent or a third person, should carry a birth-register extract or health booklet: a border practice set out in 2017 and applied for years before that.

For a child travelling with one parent or alone there is no written rule: carry a certified consent letter from the absent parent (from both parents if neither travels) and the child's birth certificate.

Customs: the personal luggage of travellers under 15 is duty-free up to €150 (adults: €430 on scheduled air and sea travel, €300 otherwise), and travellers under 17 have no alcohol or tobacco allowance.

Car seats and children in cars and taxis

Under the Law on Road Traffic Safety (Art. 25), children under 12 may not sit in the front seat and children up to 5 must travel in a child safety seat, except in vehicles for public passenger transport. A child under 3 may ride in front only in a rear-facing seat, and only if the airbag is switched off or the car has none. The fines are €150 to €400 for a child under 12 in the front seat and €80 to €250 for a child up to 5 without a seat (since 7 August 2026, Sl. list CG 111/2026).

The exception for public passenger transport does not say whether taxis count, and the under-12 front-seat ban applies in every car, so ask for a child seat when you book a taxi or a rental car. The other rules of the road are on the driving page.

Beaches for small children

Beaches with a shallow or gentle entry to the sea:

Managed bathing areas run from May to October with lifeguards: at least one per 50 m of shore in July and August and one per 100 m in the other months. A green flag means safe swimming, yellow caution, red no swimming or no lifeguard on duty. More on the safety page; every beach with its type and facilities is on the beaches hub.

The emergency unit in each municipality, health insurance and the GHIC are on the emergency and health page; hospitals and clinics by town are on the hospitals page.
