October in Montenegro is still warm by day and noticeably wetter than September. On the coast and in Podgorica the average high is 21.7 to 21.8 °C and the average low 11.6 to 12.9 °C; the open sea off Budva, Bar and Ulcinj averages about 21 °C, about 3 °C cooler than in September; and rain falls on 9 to 10 days, about a third more than the month before. Bathing water is tested until the end of the month, every hiking season runs to the end of October, the Kamenari-Lepetane ferry switches to its winter timetable in mid-October, and Budva holds its fish festival, Dan širuna.
Weather in October
The table gives the October values of the 1961-1990 climate normals for five stations. Kotor and Budva have no station of their own; Herceg Novi stands in for the Bay of Kotor and Bar for the Budva coast.
| Station (elevation) | Average high | Average low | Precipitation | Days with precipitation | Sunshine |
|---|---|---|---|---|---|
| Podgorica (49 m) | 21.7 °C | 11.6 °C | 164.2 mm | 9 | 201.4 h |
| Bar (6 m) | 21.7 °C | 12.6 °C | 139.9 mm | 9 | 198.8 h |
| Herceg Novi (10 m) | 21.8 °C | 12.9 °C | 199.2 mm | 10 | 190.1 h |
| Kolašin (944 m) | 15.1 °C | 2.7 °C | 198.2 mm | 12 | 152.1 h |
| Žabljak (1,450 m) | 11.5 °C | 1.4 °C | 157.3 mm | 12 | 161.8 h |
Rain is the change to plan around. Herceg Novi receives 199.2 mm on 10 days, against 151.5 mm in September, and Bar 139.9 mm against 106.5 mm; a wet October day on the coast is a downpour rather than drizzle, usually with dry, sunny days between. The coast and Podgorica still count 3 to 6 days above 25 °C. In the mountains the month turns: frost comes on 8 days in Kolašin and 11 in Žabljak, against 1 and 2 in September, and Žabljak's average high of 11.5 °C means a jacket on every walk. For the coming days see the weather page or the forecast for Podgorica, Bar, Herceg Novi, Kolašin and Žabljak.
The sea
The open sea is still warm enough for most people. Off Budva, Bar and Ulcinj the October average over 2021-2025 is 21.1 to 21.2 °C; the coolest of those Octobers (2025) averaged 19.7 to 20.0 °C and the warmest (2023) 22.6 to 22.7 °C. September averages 24.2 to 24.3 °C at the same points and November 19.4 to 19.5 °C, so October is the month the sea loses about 3 °C. These are night-time satellite values on a grid of about 1 km, not a thermometer in the shallows: water at the beach on a sunny afternoon is usually warmer. The inner Bay of Kotor is too narrow for the series, so Herceg Novi, Tivat and Kotor have no figure. The latest measured sea temperature is on its own page.
October is the last month of the monitored bathing season. Morsko dobro, the coastal-zone authority, tests bathing water from May to October, and lifeguards work at the lower level set for May, June, September and October; in Bar the swimming season ends in mid-October.
What's on in October
October's events are local and food-led. Dates move from year to year, sometimes by a week for rain, so the recent editions below show the pattern rather than a fixed calendar; the current year's dates are on the tourist organisations' sites: Budva, Kotor and Podgorica.
- Day of the Picarel (Dan širuna): a fešta of fried fish, wine and beer in front of the Old Town of Budva, held for 59 years. The 59th was set for Sunday 18 October 2026 after rain moved it from 10 October; the 58th was on 11 October 2025 and the 57th on 5 October 2024.
- Petrovac squid day (Petrovačka lignjada): a squid-fishing contest and tasting on the seafront of Petrovac, with about 500 kg of squid fried for the crowd; held since 2023, the third on 19 October 2025 and the one before on 12 October 2024.
- Catch a Film (Uhvati film): a film festival on disability themes in the Old Town of Kotor; the municipal programme for 2025 set it for 16 to 19 October.
- International Literature Festival (Međunarodni festival književnosti): readings and talks on Trg nezavisnosti in Podgorica; the second edition ran from 29 September to 4 October 2026.
- Nikšić Guitar Festival: the 21st edition, now a festival of classical music, ran in Nikšić from 23 September to 15 December 2026, so concerts fall on October dates.
Seasons: what opens and closes
- Ferry: the Kamenari-Lepetane ferry across the Bay of Kotor is on its winter timetable from mid-October to early May: every 20 minutes from 06:00 to 24:00 and hourly through the night. Allow for the wait if you drive from Herceg Novi to Kotor or Tivat Airport at night.
- Hiking: October is the last month of every hiking season: the coastal mountains, the high mountains (Durmitor, Komovi, Prokletije), and Bjelasica and Sinjajevina all run to the end of October. Biogradska gora National Park on Bjelasica is at its most colourful now, with the beech forest turning and the lake at its lowest.
- Tara rafting: the season is nominally April to October, but the offers listed for 2026 ended on 1 October, and Durmitor National Park puts the safest period by water level at 1 July to 15 September. Expect few departures.
- Đurđevića Tara bridge (2026): the bridge on the Pljevlja-Žabljak road is under reconstruction. From 21 October 2026 it is closed to cars and buses every day from 10:00 to 15:30; outside those hours traffic passes in one lane alternately, and vehicles over 3.5 t stay banned until the works end. Check road conditions on the day.

How busy it is
October is quiet. In October 2025 hotels, campsites and other collective accommodation recorded 137,374 arrivals, against 189,447 in September and 244,904 in August; private rooms and apartments are not in these figures. Kotor still fills on cruise-ship days, but the beaches of Budva and Bar have space, and towns such as Kotor and Perast are easiest to see in the morning before the ships' passengers come ashore.
Where to go
- Budva and Petrovac for the two fish festivals, Dan širuna in front of Budva's Old Town and the squid day on Petrovac's seafront, both held on October weekends in recent years, and for a sea of about 21 °C with lifeguards still on duty at the off-season level.
- Kotor and Perast in the mornings, before the cruise passengers come ashore; the Uhvati film festival runs in Kotor's Old Town in the second half of the month.
- Biogradska gora for the beech forest in autumn colour and the lake at its lowest; it is the last month of the Bjelasica hiking season.
- Podgorica at the turn of the month for the Literature Festival on Trg nezavisnosti, with 21.7 °C by day and the most sunshine of the five stations, 201.4 hours.
- Durmitor and the high mountains for the last hikes before the season closes at the end of October; Žabljak already has frost on 11 days, and the road over the Đurđevića Tara bridge has had daytime closures during its reconstruction.
What to pack
A rain jacket is the one essential: 9 to 10 wet days on the coast and 12 in the mountains, with October's rain coming as downpours. Otherwise the coast is still summer by day (21.7 to 21.8 °C) and cool in the evening (11.6 to 12.9 °C), so light clothes plus a layer, and swimwear for a sea of about 21 °C. For the mountains pack for autumn: lows of 1.4 °C in Žabljak and 2.7 °C in Kolašin, frost on 8 to 11 days, so a warm jacket, hat and boots for the last hikes of the season. Winter tyres are not yet required (the winter period starts on 15 November), but check road conditions before driving north late in the month.
A sample week in mid-October
- Days 1-2, Budva and Petrovac: Dan širuna on its weekend (Sunday 18 October in 2026) and the squid day in Petrovac (19 October in 2025), with a swim between the two.
- Day 3, Kotor: the Old Town early in the morning and Uhvati film if the dates coincide (16-19 October in 2025); note the ferry's winter timetable from mid-October.
- Day 4, Bar and Stari Bar: the mildest station in October by low (12.6 °C) and the old town above the port.
- Days 5-6, Biogradska gora and Kolašin: the lake walk in autumn colour and a last Bjelasica hike before the season ends.
- Day 7, Podgorica: the sunniest October station for the last day and the flight home.
Dates shift every year, sometimes by a week for rain; check the tourist organisations' sites above before fixing the days.
