Rafaelo (also written Raffaelo) is a sand-and-pebble beach at Topla, on the border between Herceg Novi and Igalo, with cafés and restaurants close by. It is a town beach rather than a cove you drive to: you reach it on foot from either town. Topla, the settlement between the two, had 3,819 residents at the 2023 census, Igalo 5,977 and Herceg Novi 4,393.

Getting there and parking
On foot along the shore from Herceg Novi or Igalo; the two centres are 3.5 km apart by road, about 6 minutes, or 2.7 km and about half an hour on foot. Herceg Novi's paid street parking runs in zones from Igalo to Meljine: blue €0.80 an hour and yellow €0.60 with no time limit, red €1.00 and purple €1.50 with a 1-hour limit in the centre, Sundays free outside July and August; charging runs 07:00-21:00 outside the season, until midnight in June and September, and every day until midnight in July and August. The "Igalo" garage on Norveška ulica has 100 spaces. Herceg Novi's city buses are run by Blue Line, with an office in Igalo.
The beach
Sand and pebble on the shore, with bathing piers along this part of the coast. Cafés and restaurants stand nearby.

Loungers and the free half
Every public bathing area must keep half of its length free of loungers and umbrellas and mark it, with a free strip along the water and a passage to the sea at least every 20 m. Lifeguards are posted at least one per 50 m of shore in July and August and one per 100 m in the other months of the season, which runs from May to October, when the bathing water is also tested. Two bathing areas in Topla held the Blue Flag in earlier seasons: Yachting Club 32 (2006-2008) and Hotel Sunresort (2009).
