About Porto Montenegro

Porto Montenegro is the marina and waterfront quarter of Tivat on the Bay of Kotor, built on the site of the town's former naval arsenal. It has over 500 berths for yachts from 6 to 250 m, a promenade that continues straight on from the Pine, Tivat's town promenade, shops and restaurants, two hotels, the Lido Mar pool and the Naval Heritage Collection with the submarine Heroj. Tivat Airport is 4.7 km away, Kotor 12.0 km by road and Budva 25.4 km, and the village is walked through from the town centre.

What Porto Montenegro is

In 1888 the Luković heirs ceded part of their estate to the municipality and the Austro-Hungarian navy for an arsenal, and in 1889 the Tivat municipal council transferred the use of the land for building it; the town grew around the yard. After the Second World War the yard became the Naval Technical Repair Institute "Sava Kovačević" (MTRZ).

On 28 October 2006 the Government of Montenegro signed the agreement selling the MTRZ "Sava Kovačević" property and the Tivat Army House (Dom vojske) to Adriatic Marinas d.o.o. and PM Securities Inc. of Barbados for €3,264,168, with a 90-year lease of the coastal land in three terms of 30 years. Conversion of the site began in 2007. The Investment Corporation of Dubai signed the handover protocol for the complex on 6 May 2016, and Kerzner International took over its management under an agreement of 15 November 2019.

Today the quarter holds the marina, the hotels SIRO Porto Montenegro and The Quince, seven accommodation buildings with apartments, the Lido Mar pool and the restored building of the naval heritage museum. Its neighbourhoods are Boka Place, South Village and Vero & Versa, launched in 2025. The operator is Adriatic Marinas.

Things to do

  • Walk the waterfront. The Pine and the Porto Montenegro promenade are one continuous walk along the bay, so the village is reached on foot from the centre of Tivat; the pontoons with the superyachts are the main sight.
  • The Naval Heritage Collection and the submarine Heroj, at the north end of the village (details below). Other collections in the country are on the museums page.
  • Shops and restaurants line the village; Sunday and holiday trading rules are in the shopping guide.
  • Lido Mar, the quarter's pool on the waterfront.
  • Sport on the water and the courts. The sports club and the Porto Montenegro Yacht Club (PMYC) run sailing courses, tennis, padel, stand-up paddleboarding, rowing and powerboat activities.
  • Events all year: concerts, fashion events, regattas and exhibitions, partly in the 560-seat hall of the old Dom vojske; dates are announced by the operator each season. The holiday season in Tivat and the other towns is in New Year in Montenegro.
  • Beyond the village: boat tours of the Bay of Kotor to Our Lady of the Rocks, Perast and the Blue Cave, and Plavi horizonti, the largest sandy beach of the municipality, about 30 minutes' drive away on Luštica.

The Naval Heritage Collection and the submarine Heroj

The museum stands at the north end of the village in a restored 19th-century sawmill. It holds over 300 artefacts, Austro-Hungarian naval equipment, themed exhibitions and two former Yugoslav Navy submarines. One of them is the P-821 Heroj: 50 m long, launched in 1967 for the Yugoslav Navy and in service for more than two decades. It has been restored and shows life aboard a Cold War-era submarine.

Opening hours: Tuesday to Saturday 09:00-17:00. The museum's own website is no longer online, so confirm opening before travelling: museum@portomontenegro.com, +382 69 356 031.

The marina

The marina has over 500 berths for yachts from 6 to 250 m. It is a border crossing, so a yacht arriving from abroad clears in here with the police, customs and harbour master inside the marina. In 2021 it received the ACREW award for the best superyacht marina in the world. Berthing details are on the marina page.

PMYC runs memberships, regattas and training, and its regatta is one of the country's sailing events. The other marinas on the coast are compared in Sailing & Marinas, and the Marina Bar page lists the documents a yacht needs for its vignette on entering Montenegro.

Getting there

Tivat Airport is 4.7 km away, Dubrovnik airport 47.5 km and Podgorica airport 94 km; the village is signposted from the Adriatic road. By road it is 12.0 km (about 18 minutes) to Kotor and 25.4 km (33 minutes) to Budva. From Herceg Novi the route is 19.7 km (35 minutes) over the Kamenari-Lepetane ferry, not counting the wait for the ferry.

By bus, Blue Line runs the Kotor-Tivat town line; its timetable names no Porto Montenegro stop, so get off in the centre of Tivat and follow the Pine along the water to the village.

Nearby and on the trips

The centre of Tivat, with the Buća-Luković summer residence and the city park, is a walk away along the Pine; for a beach, see Plavi horizonti. Across the strait, the other marina village of the bay is Portonovi in Kumbor, 13.9 km (29 minutes) by road over the ferry. Porto Montenegro is a stop on day 2 of the 3-day, 7-day and 10-day itineraries, on the Herceg Novi trip in the day trips from Kotor, and at the end of the Kotor and Perast trip in the day trips from Budva.
