May is when Montenegro's summer begins without the crowds. On the coast the average high is about 22 °C (21.9 °C in Bar, 22.6 °C in Herceg Novi) and Podgorica reaches 24.3 °C; the open sea is about 19 °C, warm enough for a swim on a sunny afternoon but not yet for lingering; rain falls on 9 to 10 days, a third less than in April. The monitored bathing season opens, the Kamenari-Lepetane ferry switches to its summer timetable in early May, two public holidays fall in the month (1 and 21 May) and Perast keeps two customs of its own on 1 and 15 May. In the mountains it is still spring: Žabljak averages 13.4 °C by day and has frost on 4 nights.
Weather in May
The table gives the May values of the climate normals 1961-1990 for five stations. Kotor and Budva have no station of their own; Herceg Novi stands for the Bay of Kotor and Bar for the coast around Budva.
| Station (elevation) | Average high | Average low | Precipitation | Days with precipitation | Sunshine |
|---|---|---|---|---|---|
| Podgorica (49 m) | 24.3 °C | 13.6 °C | 89.8 mm | 10 | 250.8 h |
| Bar (6 m) | 21.9 °C | 13 °C | 86 mm | 9 | 259.7 h |
| Herceg Novi (10 m) | 22.6 °C | 13.5 °C | 103.7 mm | 10 | 254.2 h |
| Kolašin (944 m) | 17.7 °C | 5 °C | 127 mm | 15 | 188 h |
| Žabljak (1,450 m) | 13.4 °C | 3.2 °C | 103.7 mm | 15 | 190.8 h |
Rain on the coast is about a third lower than in April (Bar 86 mm against 126 mm) and sunshine passes 250 hours on the coast and in Podgorica. Podgorica is the warmest of the five, with 14 days at 25 °C or more on average; Bar has 4. The mountains are a different month: Kolašin and Žabljak still get precipitation on 15 days, half the month, and Žabljak has frost on 4 nights, so a hike on Durmitor or Bjelasica in May means a jacket and wet ground. For the coming days see the weather page or the forecast for Podgorica, Bar, Herceg Novi, Kolašin and Žabljak.
The sea
The open sea off Budva, Bar and Ulcinj averages 19.2 to 19.3 °C in May (satellite means 2021-2025), between 18.6 °C in the coolest of those Mays (2021) and 20.3 °C in the warmest (2024). April averages 15.5 to 15.6 °C at the same points and June 23.8 to 24 °C, so May is the month the sea warms fastest, about 4 °C in four weeks. These are night-time satellite values on a grid of about 1 km, not a thermometer in the shallows; on a sunny afternoon the water at the beach is usually warmer. The inner Bay of Kotor is too narrow for this series, so there is no value for Herceg Novi, Tivat or Kotor. The latest measured sea temperature is on its own page.
May is the first month of the monitored bathing season. Morsko dobro, the coastal zone authority, tests the bathing water from May to October, and the lifeguards work in the smaller staffing that applies to May, June, September and October; in Bar the swimming season starts in mid-May.
What's on in May
- Budva International Carnival: runs over the first days of the month in Budva; in 2026 it ran to 3 May, with the children's parade moved to 10 May after a day of mourning.
- 1 May, Perast maypole (Kićenje mađa) and Svi na Vrmac: in Perast an elm decorated with bottles of milk and wine is raised in front of St Nicholas' church, and on the Vrmac ridge above Kotor the town's tourist organisation holds its Labour Day gathering.
- 15 May, Perast votive day (Zavjetni dan Peraštana): marks the victory of 1654 with a procession and Mass, then the shooting at a rooster target set out on the sea, where the Boka Navy takes the first shot. The islet of Our Lady of the Rocks is the backdrop.
- Ocean Lava Montenegro: a half-Ironman triathlon in Kotor (1.9 km swim, 90 km bike, 21 km run), held in May since 2016; the 2025 edition was on 18 May.
- Festival of the Wind: regattas, a fair and free concerts in Tivat from late April into May; in 2026 it ran to 23 May.
- Wild garlic days (Dani sremuša): a traditional-food competition at the Mojan hostel in Andrijevica, organised by Komovi Nature Park and the Andrijevica tourist organisation; the fifth edition was held in late May 2026.
The Perast customs keep their dates; the others move. The organisers publish them a few weeks ahead: Budva, Kotor and Tivat.
Seasons: what opens and closes
- Ferry: from early May to mid-October the Kamenari-Lepetane ferry across the Bay of Kotor runs every 15 to 20 minutes, day and night, so the night-time hourly wait of the winter timetable is over.
- Hiking: the season on Bjelasica and Sinjajevina opens in May, joining the coastal mountains (open from mid-April); the high mountains, Durmitor, Komovi and Prokletije, follow in June.
- Tara rafting: April and May bring the strongest water of the year, and the 2026 offers ran from 1 May. Durmitor National Park names 1 July to 15 September as the safest period by water level, so May is for those who want the big river, not the gentle one. See rafting.
- National parks: entry is free on 21, 22 and 24 May under the parks' fee decision. See national parks.
Public holidays
- 1 May, Labour Day: 1 and 2 May are non-working days; in 2027 also 3 May, because 2 May falls on a Sunday.
- 21 May, Independence Day: 21 and 22 May are non-working days.
Shops close on public holidays, with exceptions set by the law. Religious holidays are paid leave for believers, not general days off. Dates for each year are on the public holidays page.

How busy it is
May is quiet. In May 2025 hotels, campsites and other collective accommodation recorded 169,353 arrivals, up from 117,801 in April but well below the 244,904 of August; private rooms and apartments are not in these figures. They are national figures, with no separate count for Kotor, so expect the same proportion in Kotor and room on the beaches of Budva and Bar.

Where to go
- Perast and the Bay of Kotor on 1 May for the maypole and the Vrmac gathering, and on 15 May for the votive day with the rooster shoot off Our Lady of the Rocks. The ferry is on its summer timetable from early May.
- Budva, Bar and Ulcinj for the first swims: the open sea averages about 19 °C, the bathing water is tested from May, and the beaches have room (169,353 arrivals nationally in May 2025 against 244,904 in August).
- Skadar Lake and Rijeka Crnojevića for a boat day between the coast and Podgorica, with the warmest lowland days of the month in Podgorica (24.3 °C).
- The national parks on 21, 22 and 24 May, when entry is free; the Independence Day holiday makes 21-22 May a long weekend.
- The Tara for rafting at strong water, and Bjelasica and Sinjajevina for the first hikes of the year; the high mountains open in June, and Žabljak still has frost on 4 nights.
What to pack
Summer clothes for the coast and Podgorica by day (22 to 24 °C), a light layer for evenings at 13 to 14 °C, and a rain jacket for the 9 to 10 wet days. Swimwear, with the knowledge that the open sea is about 19 °C. For the mountains pack as for a cool, wet spring: Kolašin and Žabljak have lows of 3 to 5 °C, rain on 15 days and frost on some nights, so a warm jacket and waterproof boots. For rafting the operators provide the wetsuits; bring something warm and dry for afterwards. Shops close on 1-2 and 21-22 May, so plan supplies around the holidays.
A sample week in the second half of May
- Days 1-2, Perast and Kotor: the votive day on 15 May in Perast, then Kotor's Old Town; cross the bay on the summer-timetable ferry.
- Day 3, Tivat: the last days of the Festival of the Wind (to 23 May in 2026) on the waterfront.
- Days 4-5, Budva and Bar: first swims on beaches with lifeguards in the lower off-season staffing, and Stari Bar.
- Day 6, Skadar Lake: a boat from Virpazar or Rijeka Crnojevića; on 21, 22 and 24 May the national park is free to enter.
- Day 7, the Tara: rafting at strong water from the Durmitor side, with warm clothes for the mountains.
Dates shift every year; check the organisers' sites above and the public holidays page before fixing the days.
