July is the hottest and driest month in the lowlands: on the ZHMS 1961-1990 normals Podgorica averages highs of 31.8 °C and Bar gets rain on only 5 days. Beaches have full lifeguard staffing from July. Two fixed dates shape the month: Statehood Day on 13 July, the day KotorArt opened its 2026 edition in Kotor, and Fašinada in Perast, which the Kotor tourist organisation lists every 22 July.

Weather in July

The figures are ZHMS climate normals for 1961-1990, the only normals the institute publishes. Kotor and Budva have no ZHMS station; Herceg Novi and Bar are the nearest coastal stations.

For Podgorica, Bar and Herceg Novi this is the driest month of the year, and Bar logs more sunshine in July than in any other month. The mountains are the cool option: Žabljak averages a high of 19.5 °C, but rain falls there on 12 days. Today's forecast: Podgorica, Bar, Herceg Novi, Kolašin, Žabljak, or the weather overview.

The sea

The latest measured sea temperature is on its own page. The public enterprise Morsko dobro tests bathing water from May to October and sets full lifeguard staffing for July and August; in May, June, September and October beaches have fewer lifeguards.

Seasons: what opens and closes

  • Tara rafting: Durmitor National Park calls 1 July to 15 September the safest window by water level. The national tourist organisation gives a longer season, April to October, with the strongest water in April and May. See the Tara and rafting.
  • Durmitor: the park's management plan names July to mid-September as the busiest period, mainly at Black Lake and on the Tara.
  • Hiking: every area in the national tourist organisation's calendar is open, including the high mountains (Durmitor, Komovi, Prokletije, Maglić, Visitor, Hajla), which open in June.
  • Free national park days: entry to all national parks is free on 13 July and 31 July under the parks' fee decision. Children under 15 enter free on any day.

Public holidays

13 July is Statehood Day. Under the law on state and other holidays, 13 and 14 July are non-working days. Religious holidays are paid leave for believers only. Dates and rules: public holidays.

How busy it is

Hotels, campsites and other collective accommodation recorded 234,403 arrivals in July 2025 (MONSTAT), second only to August's 244,904. Private rentals are not counted, and there is no separate figure for Kotor or any other town.

Where to go

  • Kotor and Perast for KotorArt from 13 July and Fašinada on 22 July: the boat procession to Our Lady of the Rocks is the one fixed-date event of the summer. The bay has no ZHMS station; Herceg Novi's 29.4 °C by day is the nearest guide.
  • Budva and Bar for the beach by day and the festival stages at night: Grad teatar in Budva's Old Town from 21:00 and the Bar Chronicle from 5 July (2026). Bar has the sunniest July of the five stations, 351.5 hours.
  • Ulcinj for Velika plaža and the Summer Stage in the Old Town from mid-July.
  • Žabljak and Durmitor for cooler days (average high 19.5 °C) and rafting in the Tara's safest window from 1 July; expect the busiest weeks at Black Lake. Entry to all national parks is free on 13 and 31 July.
  • Plav for Blueberry Days and the picking at Hridsko jezero, and Kolašin 1600 for hiking and biking above the heat of the lowlands.

What to pack

Light summer clothes, a hat and sun protection: Podgorica averages 31.8 °C by day with 339.7 hours of sunshine, and the coast has only 5 to 6 wet days. Swimwear for beaches at full lifeguard staffing. For the mountains add a fleece and a rain jacket: Kolašin and Žabljak have lows of 8 to 9 °C and rain on 11 to 12 days, and rafting operators provide wetsuits but not warm clothes for afterwards. Festival evenings are outdoors from 21:00; a light layer is enough on the coast. Shops close on 13 and 14 July.

A sample week around 22 July

  1. Days 1-2, Kotor and Perast: KotorArt concerts in the Old Town squares and Fašinada on 22 July, with the regatta the day before (21-22 July in 2026).
  2. Day 3, Tivat: the late-July weekend of Fashion Festival, Street Art and the Lepetane fish fešta (24-26 July in 2026), with the Music Festival running through the month.
  3. Days 4-5, Budva: the beach by day and Grad teatar at night; the summer carnival in Kotor follows at the turn of the month (30 July to 1 August in 2026).
  4. Days 6-7, Žabljak: a Tara rafting day in the safest window and a hike on Durmitor, with entry free on 31 July.

Dates shift every year; the organisers' sites above carry the current ones.
