Portonovi is a marina and resort at Kumbor, about 6 km east of Herceg Novi on the Adriatic road, built on the site of a former army barracks on the Bay of Kotor. It covers 26 ha and 1.8 km of coastline: the 238-berth marina D-Marin Portonovi with its own border crossing for yachts, the One&Only Portonovi hotel, residences, a beach club, restaurants, shops and Marina Square, where the resort's public events take place. From Herceg Novi it is a 14-minute drive; Tivat airport is 17.9 km away over the Kamenari-Lepetane ferry.
Kumbor was a closed military zone for decades, the site of the Orjenski bataljon barracks. The Government of Montenegro leased the barracks to SOCAR of Azerbaijan under a contract signed on 10 July 2012, in force from the handover protocol of 8 February 2013, and Azmont Investments built the resort on the land. The marina and the first business units received their first visitors in August 2019; the One&Only Portonovi hotel, with 113 rooms and suites and 10 villas, opened on 1 May 2021.

Portonovi is the second marina village of the bay after Porto Montenegro in Tivat, which stands on the far side of the Verige strait on the old naval arsenal. It is the smaller and newer of the two, and the only one on the Herceg Novi side of the ferry. On its 26 ha are the hotel, apartments and villas, the beach club, bars, restaurants, galleries and shops, a fuel station for yachts, a helipad, an underground garage and a car park.

Portonovi is a resort first, so a day here centres on the water and the marina front. The Portonovi Beach Club has a beach open 08:00-20:00 and the Rockfish restaurant, open 10:00-23:00; the One&Only hotel keeps its own beach for its guests. Along the marina are the restaurants, bars, galleries and shops of the village, and Marina Square is the stage for the resort's calendar of runs, regattas and winter events. The common pools belong to the residences and the hotel: outside visitors need the management's permission to use them, and in the residential areas may be asked for identification.
For a fuller day, Herceg Novi and its coast are a few minutes away. In the Old Town: Kanli Kula, Forte Mare, Španjola, the clock tower and the City Museum. Towards the mouth of the bay, the beaches of Njivice, Žanjice, Mirišta and Dobreč; in town, Rafaelo and the mud beach Blatna plaža at Igalo. Above everything stands Orjen, and in February the town holds the Mimosa Festival. Boat tours of the bay call at Gospa od Škrpjela and the Blue Cave.
D-Marin Portonovi has 238 berths for yachts up to 140 m and is a designated nautical tourism port with its own border crossing: police, customs and the harbour master clear yachts around the clock, so a boat can enter Montenegro here. Fuel is sold at the marina's station, run by Asmira & Co. Berth reservations: +382 67 932 999, marina@portonovi.com. The other marinas of the coast are in Sailing & Marinas, and the Marina Bar page lists the documents a yacht needs for its vignette on entering Montenegro.
Marina Square holds the resort's recurring events: the New Year's Run in early January, the Portonovi Regatta in June and a Wine Night in July. In winter the square turns into an ice rink, with an evening of carols before Christmas; a festive market and a tree lighting were held there in December 2024 and December 2025. Each season's dates, with the other New Year programmes of the coast, are in the New Year in Montenegro guide. The programme can change, so check the resort's calendar before travelling for an event.
By car, Portonovi is 7.3 km (14 minutes) from Herceg Novi along the Adriatic road, which continues east to the Kamenari-Lepetane ferry, about 15 km from Herceg Novi. The ferry is the short way to the rest of the bay and the coast: Tivat airport 17.9 km (32 minutes), Porto Montenegro 13.9 km (29 minutes), Kotor 24.5 km (41 minutes) and Budva 37.9 km (55 minutes), without the wait for the ferry. The underground garage and the valet service are for hotel guests and residents; events on the square have paid parking. Herceg Novi's local buses are run by Blue Line; the Herceg Novi page has the town's bus and ferry connections.

Portonovi is the stop on the way back from Herceg Novi on day 2 of the 3-day, 7-day and 10-day itineraries, and on the Herceg Novi day of the day trips from Kotor, which crosses by ferry to Porto Montenegro and Tivat. Across the water, Kotor and Perast with Gospa od Škrpjela make the classic day out from this end of the bay.
